On November 13, 2013, the DoD Undersecretary of Defense published a memorandum entitled “Better Buying Power 2.0: Continuing the Pursuit for Greater Efficiency and Productivity in Defense Spending.” This memo is a “preliminary version” designed to allow the procurement community to comment on the concepts presented before the final guidance is published.
