Background: The Central Florida Chapter of the National Defense Industrial Association (NDIA) in partnership with the Naval Air Warfare Center Training Systems Division (NAWCTSD) have been working to reestablish and energize the Navy’s Integrated Product Team (IPT) meetings with Industry. Toward that end, we have established a Charter for the IPT to help us collectively address issues of mutual interest and benefit to the Government-Industry Navy Team. This Charter was signed at the July 2011 NDIA Luncheon and available at www.ndia-cfl.org.

The goal is to hold IPT sessions on an “as needed” basis, with a tentative plan objective of twice a year, in September and March. Both Government and Industry can nominate potential issues as desired and the IPT will work together to help refine, prioritize, and get them onto an IPT agenda when/as appropriate.
 

Rules of Engagement. NDIA will help moderate these IPTs and work to keep the discussion flowing and on the subject being addressed. NDIA will also work to ensure these sessions stay within the bounds of the allotted time (one to two hours). Finally, based upon the venue available for an IPT session, NDIA will provide guidelines to keep attendance within the constraints of the meeting area. We will distribute any related materials and results through our membership listing/web site as well as through the CPAG.

The IPT Sessions are NOT intended to discuss any current or future Business Opportunities. For capacity reasons, please limit participation to a maximum of two representatives per company. We highly recommend Industry send only personnel experienced in the specific Session Issues the IPT will address. Again, the IPT’s are NOT business development meetings.
 

Based upon further review, discussion and planning by the IPT Working Group, for this session of the IPT meeting the following information will be presented and related issues will be discussed:

A. NAWCT SD representatives will present an overview of the local procurement process based upon and following NAVAIR Headquarters’ guidance, policies and instruction will be presented along with highlighting the typical timelines associated with this process. This presentation and discussion will lay the foundation for additional specific issues that can then be addressed as a part of this event.

B. Following this overview, or during it when it makes sense, the following NAVY IPT issues will also be discussed:

Issue #5. Please describe the specific NAWCTSD acquisition steps and timeline from RFI to award; how much of this timeline is in NAWCTSD control and how much of the process and timeline is pushed down from above due to policy etc.; is there anything Industry can do to help expedite the process and ultimately reduce the timeline?

Issue #10. Once a MAC is issued, what are the expected turn-around times? Are there generic standards or are they MAC specific? How do they vary from Delivery Order to Task Order? What is the NAWCTSD for standard for evaluating DOs and TOs submitted by primes under a MAC?

Issue #4. We need consistency on when contact is shut off (i.e., restricted to contracts) during the acquisition cycle. This seems to be PCO driven: some allow contact up until the release of the DRFP/RFP; others break contact after posting of the SSN. Extended discussion benefits Industry and the Government helps refine requirements and helps produce a better product.

To ensure that all interested individuals get the benefit and access to the information discussed at this IPT, NDIA will post copies of any presentation materials and handouts provided and reviewed during this session on the NDIA website within a few days following the vent.
